BC requires tenants to leave the rental clean, while Policy Guideline 1 gives more detail about responsibilities. Whether a professional service is needed depends on the condition, the required work and any applicable carpet or specialist issue—not simply the word professional.
The province describes reasonable wear and tear as natural deterioration from aging and normal use. It is different from removable soil and different again from tenant-caused damage.
Policy Guideline 1 says tenants are responsible for periodic carpet cleaning and describes circumstances where shampooing or steam cleaning may be expected at move-out, including tenancy length, stains, pets or smoking.
It records the property's condition at move-in and move-out and can be used when deciding repair or deposit questions. BC provides Form RTB-27, though landlords may use a compliant alternative.
